This species is distributed in North America, where it has been recorded in the US states of Texas, Ohio, Kentucky, and California, as well as the Canadian provinces of Ontario and British Columbia. The wingspan of adult Stigmella populetorum measures approximately 5 mm. Late-stage (late instar) larvae of this moth have been collected in mid-June and August. Adult moths have been observed from late June through September. Stigmella populetorum has two generations per year, and may sometimes have three.
