Seioptera vibrans is a species of picture-winged fly (ulidiid) that belongs to the genus Seioptera within the family Ulidiidae. Its body, which measures 5 to 6 mm in length, has a shiny black to blue coloration. Its head has a red forehead (frons) and a furrowed face. Both of its wings are transparent, with a dark spot at each tip. Adult Seioptera vibrans are active in flight from May through September, found close to trees, bushes, and hedges. After landing, they constantly wave their wings. Adults feed on flower pollen and small insects, specifically aphids. The larvae live in plant litter, where they help break down decomposing plant material.
