Potentilla tilingii is a perennial herb that grows in tufts with erect leaves and stems. Its leaves are 3 to 12 centimeters long, and each leaf is made up of hairy gray-green leaflets that are usually tipped with three teeth. Unlike many other horkelias, this species is generally not strongly scented. Its green or reddish stems can grow to a maximum length of about 40 centimeters and bear flower clusters. Every flower has tiny bractlets located beneath small, hairy, pointed sepals, and has narrow white petals.
