Hemipenthes webberi (Johnson, 1919) individuals measure 6 to 10 millimeters in total length. Their abdomen, thorax, and head are all dark in color, with yellowish flecks present on the head and thorax. A small number of white hairs grow along the edges of the thorax. The antennae of this species are black. The legs are also mostly black, with the exception of the tibiae, which are yellow.
