Cyrtolobus togatus is a species of treehopper. It was first described by L. B. Woodruff in 1924, and its scientific name is credited to Woodruff. This treehopper is distributed throughout the eastern United States. It feeds on multiple species of oak trees, specifically Quercus nigra (water oak), Quercus phellos (willow oak), Quercus stellata (post oak), and Quercus laurifolia (laurel oak).
